I have recently moved to a state that requires a front license plate. My Jetta came with the mount which I found in the spare tire area but it does not have any instructions. It looks like you have to drill into the front bumper but I do not know where or which is the top of the mount. All I have is the plastic mount and two screws which holds it to the bumper. Any help or guidance would be greatly appreciated. TIA Scott 04 Jetta GLS 1.8T Wagon
