Cabie hesitate until it reaches temperature

I'm having an ongoing problem with my 02 Cabrio. The car hesitates until it reaches temperature (195 degrees). Once warm it runs fine. I'm open to suggestions. I've replaced my rotor, distributor cap, plugs, water temp. sensor, and MAF. The only thing left is the cables. Today I noticed that the car shutters severly as it reaches 195 (while sitting at a traffic light). Not sure what that means, but something definitely turns on / off. The car runs fine after that.
