I would like to know what the first up grade to do to my 97 jetta would be? I have the trek model. What would give me a bigger bang for my buck?

Here's the first four things I do to a car:
1. Cold Air Intake
2. Cat-Back Exhaust
3. Underdrive pulley
4. Chip
