replacement hid bulbs

So recently I just bought my 98 k2 jetta. I was wondering whats the best way to replace the bulbs in the front of the car. An old friend I went to school with had a whiteish/blue color to his turn signals and running lights. Im trying to buy a pair of lights that could make that same glow. I would of asked him but I lost contact with him. Also, I was wondering whats the best step up from the factory fog lights as well. Thanks.

Oh my other question was where to do you find the clear side markers. Are they an only online thing, or can you pick them up at some places around. Thanks.
