Check the air cleaner assembly. It could be as simple as a leaf caught up in the intake, it has happened before. Also check rubber hoses to the intake manifold for cracks or loose clamps.

I have a 2001 Beetle...not a turbo, but when I start it my car it will sometimes sound like the belts are being ripped at.... (Kinda like when you use a scissor to make ribbon on a present curl up...but much much louder.)  Maybe you call that sound a "whistle?" I brought the car to the dealership and they said it's nothing to worry about. It only happens every once in a while though, I'm not too concerned. Hasn't been a problem aside from the embarassment I get when people look at me funny.

Mine does it too...bout 1-2 second sound.  Prolly starter gear.
