Not sure of what your saying, but I think your talking about what is known as a choke, that is a flat plate (VALVE) on top of the carburator, If the Choke isn't adjusted correct it wont start, It has to be adjusted to be closed when the engine is cold or cool. then as the engine runs and gets warm the choke will open automaticly and the engine will run correct. if the choke doesn't turn off ( that would be the valve or flat plate would be standing straight up and down) then you will have a high idle, about 2000 rpm. If that control valve is electrical and has no voltage, you must know where the current comes from that runs it, some cars, the current comes from the alternator and as the engine runs it turns off the choke. On other cars the current for the valve will come from the ON side of the ignition switch. You will have to read the manual to see where the current is supplied from.
