My 98 VR6 bucks and shudders during rolling starts and when lugging in 2nd and third. It runs fine with the RPMs up, its just when taking off and low RPMs in 2nd and 3rd(Lugging). I cleaned my MAF and changed the air filter but no change. Could it be the fuel filter? I've never changed it so I'm sure if ful of crap. My gas milage is fine though. I know there is a problem with coil packs cracking. Could this be a cause?

I'm not sure what the true problem is, but my advice would be to keep the RPM's up.  I've driven some manuals that at 1000 RPM's the engine wanted to die, you'd have to make sure they were at least 1500 or better.  It would prolly help if you had engine codes thrown, but yea I would just try to keep the RPM's up.

i think the coil packs could be the problem, my subaru impreza did the same thing, and my jetta before it got fixed... the impreza i just had to buy new plugs and wires and it fixed it (temporarily, its starting up again) and the jetta got the coil pack fixed and it works smooth now
so i dunno maybe thats it
