Our 2003 Passat turbo was stolen. It was recovered about a month later. Insurance co. wants us to "take it back". Seems to run all right. Can the OBDII info provide information as to the maximum engine RPM, maximum car speed, or any other info that might indicated that it was abused.

NOPE, but you can run VAG COM logs to see how the engine is behaving. They are a pain to figure out though and not as common as a scan tool. The scan tool can give you any codes or let you know what systems arent online yet
